Disabled pensioner fined ?75 for displaying parking badge upside down

no im not a disabled pensioner before u suggest it

1 tried do do me in matlock, i parked for 1 hour at side of road which is all that is allowed, then moved to pay and display for 1 hour, then then went back to side of road for 1 hour, i saw the warden about to give me a ticket so i said what u doing ? ive been away, he said ok and walked off, i was in the car and he came back, he said ive some bad news my machine says u been here more than 1 hour, i said i dont think so pal and showed him the pay and display ticket, he said i need that to show my boss to cancel the ticket, i said i dont think so pal this is my proof, he then phoned his gaffer to say hes not issuing the ticket, the thing is if i had not been near my car or chucked the pay and display ticket away he would have done me, the same day i heard he was a right barsteward and had tried to do some1 with a disabled badge among other things.

Ron Padwick, 76, a great grandfather, placed the parking permit on his dashboard with all the details visible, but accidentally left the card facing the driver's seat.

He had a cup of tea with a friend and returned 15 minutes later to find a penalty notice stuck on the windscreen of his blue BMW, which had been parked in a disabled bay in Leominster, Worcester.

The parking warden left a note on his windscreen that said his badge was not "displayed in the correct manner".

Mr Padwick, a retired marketing director, must now pay a ?75 fine within the next month or face prosecution by Herefordshire Council.

"It was absolutely clear that I had a legitimate disabled badge and the car was correctly parked," he said.

"I placed the badge on the dashboard. The only complaint was that it would have appeared upside down when the warden stood at the front of the car.

"Any ordinary person would have walked to the driver's side so that they could read all of the dates on it.

"But to be fined just because they were too petty to look, smacks of the draconian police state we live in.

"I'm an elderly disabled man who has served for his country and this is how they repay you. It's disgusting."

Mr Padwick, who did two years' National Service, was issued the disabled parking badge because he has a deteriorating spine problem which means he can only walk a few yards.

"Nobody has ever told me that it's illegal to have the badge incorrectly laid out," said Mr Padwick.

"It wasn't perfectly straight because I was in a rush but the warden could have shown a little bit of consideration."

Herefordshire Council have refused to back down on the fine because they say the rules on its display are clearly laid out on issue.

Mr Padwick, who is married, must now appeal in writing to the highway's department and explain why he did not position the badge correctly.

A spokesperson said: "All blue badge holders are requested to display their badge the right way around so that the expiry date is visible.

"Instructions on how to display the badge are clearly laid out in the terms and conditions of use issued with the pass.

"If it is not displayed properly, this may result in a penalty notice being issued.

"Regarding the case under discussion, the badge was displayed the wrong way around, which is why a penalty notice was issued."

If he can't display a parking ticket properly he should not be driving at all. Force everybody over 70 to have an independent medical every three years before they are allowed to drive.

Some people think that a disabled parking ticket allows them to do what they want and get away with it. during the recent M&S 1p sale they were parking on a pedestrian street where I stay in order to get into the queue quicker.

Whyl National Service is mentioned I do not know. That was 50 years ago and we all had to do it. Whether we liked it or not. Except if you had a lot of money and a good doctor who could give you some strange ailment to excuse you.

      Rant over.

A little bit harsh,i mean,i put my pay and display tickets on the dash and don't bother to see if they're pointing in the right direction, does that mean i shouldn't drive?

I had one the other day I had parked next to a pay n display machine, used it and displayed my ticket, came back from the shops with the Mrs and had a ticket, I was gobsmacked, couldnt find the warden to discuss the reasoning behind it. So I took a few photos and off i popped. I got home and sent an email tot he the issuing company and the council, I recieved a letter 2 days later telling me that I had used the wrong machine as there are three car parks together on the retail park and I had used the wrong machine for the wrong car park, however they quashed the ticket due to inadequate signage!!!

Theres good advice on moneysuperket.com about how to dispute tickets.
