radio delay

delaying internet radio streams for a few seconds to synchronise it with video braodcasts, but nothing on what I am seeking. ivetryed vlc player but it delays it but then starts again is there anything out there ?

can you record the video and sound sepratly and use the windows movie editor

or

load to xhamster or youtuba and use the inbuilt editing thing

so i wanted it as a dab radio (delay it for 1-4 secs )can that not be done
