    Police census

Tonight going home I came across something I've never seen in 25 years of driving. It was a coned off area and the traffic police stopping random cars towards a sign that says police census. Does anyone know what this is and also what are my rights should I be pulled over. I'm loathed to tell these pigs anything other than my name address etc...
    Remember I'm in Scotland.

I guess they so well up on their crime detection figures they have PC.s hanging around with nothing to do!
As they can't paint or polish their bicycles or their boots - Its go bother the public with another time wasting exercise and the resulting traffic jam will give other officers something to do later.

Random collection of peoples details if ever I saw it, probably be in the government's next terrorist legislation, since terrorists drive cars, therefore drivers are all potential terrorists obviously. If they want to know my option it would have to be "Get on with some real work", end of.

I'm very far from the UK but still the same behaviour by police force.
Asking my driving licence while I was in the supermarket park loading the
luggage compartment. (1st time in absolute)

In train I also heard about some people receiving trivial phone call asking if you import/export guns.
