If people were to realise that happiness does not come from material possesions/ownership of status symbols etc but from within one person to another then people would be more pleasant to each other. When people are pleasant to each other it generates more happiness and therefore less violence/war etc.
How much more cheery do you feel on a warm sunny day compared to a dank miserable wet one?

I think happiness is dependant on circumstance itself.

I for one am quite happy to be in a rainfall, it means nothing different than sunshine to me. If anything I prefer an overcast day (I am fair of hair and skin)

The unhappiness comes from certain circumstances that we might find ourselves in. This could be anything from an early start for work in the morning to a death in the family. Finances have little bearing on happiness as we all know roughly how much (or little) we have. It is the changing things in our daily life that annoy us.
