How does this forum work?

Hi guys, I have read all the ?Sticky Threads? but I can?t introduce myself because the ?new thread? button doesn?t appear in the place where is supposed to be. Can you help me? Have I been banned in the forum?

I can just write in threads like these ones.

I come from some different Spanish forums and the way to work with this one is very complicate to me. I would be very glad if you could help me to write down a thread.
