If I were you I would ask them if they have any evidence such as your number plate photo or what ever and in the mean time you can ask your local solicitor advice for being that long and take it from there mate because I once got the speed camera charge but when I asked them for evidence they got the number plate right but the vehicle was deferent and they did not have the legs to stand for therefore they let me off with the coarsen.

here you go mate, this is a copy of an appeal letter you can use, just change the necessary details, your right to say they only have 28 days to issue you with fixed penalty after offence has occurred,

Sometimes I think they do it deliberately. I can barely remember where I drove 6 months ago so leaving it a year allows them to claim that you did whatever they feel like scamming you for.
I got a parking fine for parking in a car park in Kent without a ticket. At the time, I was living in Aberdeen, 600+ miles away. The amount of evidence they wanted to drop it was stupid, even an official time sheet from work showing that I'd finished a shift at Aberdeen harbour 4 hours earlier wasn't enough. Since I was driving a Peugeot 405 non turbo diesel, I seriously doubt that I could have driven 600+ miles in 4 hours to park in a car park in Kent, (150mph Average
). Especially not after just finishing a 12 hour night shift.
