It's basically a Meter that records how much water you use. It is read remotely so no one has to come into your property to read it. The more you use the more you get billed. Get yourself a rain collector for your garden or move to Scotland.

Another crap to get more income?

I would ask your council, you may be eligible to dig your own well.

Tools owned: Hammer, Chisel, Crowbar, Punch, Chainsaw, Cutter and Brain!!!

Did you know People will question all the good things they hear about you but believe all the bad without a second thought.

I'll swap you as much water for all the the cheap booze you have down south. They can lay a gas pipe from Norway to England. But not a water pipe from Scotland to England. They don't want to give you it for free.

It's generally a Gauge that information how much water you use. It is study slightly so no one has to come into your home or home to study it. The more you use the more you get charged. Get yourself a rainfall enthusiast for your lawn or shift to Scotland.
