What's the best way to tackle it? Bleach?

Not neat! Dilute it first and it's very effective.

...and you need more ventilation. Even in cold weather you need to get them opened regularly to let air circulate.

you can get a mould removal spray in most large supermarkets orDIY stores now which helps to stop mould regrowth.
as nara said though ventilation is the key to stop growth in the first place

get some anti damp paint and give it a few coats where you need it. plus make sure the mastic around the windows is of good quality one with anti mould.

Timber or PVC ?, if there pvc, there should be little drain holes at the bottom of the window's to allow condensation to drain away, check there not blocked.

once you clean off the mold, hit it with an ozone generator and then ensure that your humidity level in the area is under 50%.
