    Fury as town halls bring in 'rubbish tax'

    Taking rubbish to the municipal dump is to cost money for the first time under new tip taxes introduced by councils.

    Refuse dump charges will mean anyone taking their rubbish to recycling centres will be hit with a ?2 charge for driving in and may be asked to pay more for getting rid of some types of waste.

    The charges are the latest wheeze for taxes on rubbish invented by local authorities to raise extra money on top of their council taxes and Treasury grants.

    But they ran into instant condemnation from Cabinet ministers and warnings that demanding money from people who want to use their local tip is illegal.

    The first group of councils to bring in tip taxes are six authorities in Somerset who operate a joint waste partnership to collect rubbish.

    The charges have been sold to residents as a concession by the councils, which say that otherwise the recycling centres would have had to close because of spending cuts.

    Other local authorities are watching closely to see if the Somerset councils get away with it.

    The money saved by closing the refuse tips would have been ?300,000 a year but just one of the councils involved spent more than ?1million in pay-off money when it made three of its senior officials redundant last year.

    Staff at three rubbish tips in the area started asking for ?2 each from people driving in this week. Another is asking ?1.20 for entry.

    Specific items will cost more for example, leaving a tyre at the dump will be ?4.20.

    Communities Secretary Eric Pickles condemned the charges and warned that the result will be increased fly-tipping and high costs for clearing up the mess it causes.

    Tip taxes are utterly counter-productive, he said.

    Charging for using recycling centres and the local dump will create perverse incentives for fly-tipping, harming the local environment and diverting taxpayers money into cleaning up.

    He added:The Government is abolishing Labour bin taxes and we will not allow municipal bureaucrats to introduce back-door charges for the collection or disposal of household waste.

    People already pay ?120 a month in council tax for local services.

    I have grave concerns over the legality of this move, which runs contrary to the intentions of Parliament.

    I urge local residents in Somerset to report their councils to the District Auditor or the Local Government Ombudsman who have powers to block these charges.

    Tip taxes were considered by Labour ministers four years ago but dropped when the deeply hostile public reaction to the introduction of fortnightly collections showed there would be a painful political price to pay.

    Local authorities have continued to try to save or raise money from their rubbish services, though.

    Fortnightly collections and compulsory recycling systems cheaper to run than traditional weekly bin rounds have continued to spread.

    Some councils have tried to bring in legally questionable charges.

    Tory-run Wokingham is to ration residents to one binbag a week and charge people who want to put out more rubbish, while Tory-controlled Reading last week told its householders that to pay for their council tax freeze it would in future charge them to take away garden waste.

    The Tory-dominated Somerset councils where average council tax bills run to around ?1,200 a year said their tip taxes were legal because some tips do not charge.

    They said:The four recycling sites were originally earmarked for closure as part of the savings package but, in response to a strong message from the local community, charging has been introduced as an alternative.

    The legal obligation to provide sites free of charge for household waste is fulfilled through the remaining 14 sites.

    Waste partnership manager Steve Read added:A lot of people are looking at Somerset.

    We know that other counties are likely to copy it if the trial works.

    Council tax clearly says for example:
    Council: ?1000.00
    Fire Auth: ?50.00
    Police Auth: ?100.00

    I am confused how the hell our council can come up with this skim after all we are dumping the garbage for some thing council suppose to do for us, and were are we going to get this extra money from?

      they have been charging at the main recycling centre near me for a few years now. i started throwing all my recycling into the dustbin. saves me time, money, and petrol. couldnt see the point in them charging me to do their job. will they ever learn?

        and thats what every one will start doing, me included, any shite will go in the bins, and when mines full i will go oot early and fill the neighbours bins up as well, ~~~~ the council.

            The local dump wanted to charge me ?30 for driving a van full of shit like old pc's, furniture and the like.

            I came back late that night and dumped it all at the gate, ~~~~ their ?30.

              though I totally sympathise chroma

              at our local tip (which is still free), anyone caught flytipping outside gate gets a real big fine

              and they go through all rubbish looking for identifyable marks.
              evenas far as to try to trace pc licenced user from windows serial number
              as yet ( so far as I know) microsoft have said no to this info but who really knows

                yeah the sign said 5k max penalty, there where no cameras and noting in the junk was identifiable, pc wise I always strip them down

                  Up here in Jockland (Edinburgh) we used to get a free uplift of old furniture, washing machines, fridges etc. i.e. they sent a truck round to pick it up on a pre-arranged date.

                  Now they want ?20 .

                  If they start charging at the actual dump site they will have more work to do sorting out the mess that going to be left in every layby and parking spot for miles around ! Stupid F*ckers .... it's going to end up costing them more !

                    as far as i can see from my ?1000 council tax i get a wheeliebin

                    never had a fire although i admit they may be handy if i do

                    and have had a few minor incidents with police that have returned me nothing but a crime number

                    i would estimate my bin colection costs around ?75 a yaer

                    after that i am struggling although they do put some nice plants on the roundabout sometimes and cut the grass in the park

                    question is where does the rest go and can i claim a fire brigade cash back for not using them

                      Your ?1000 a year basically pays for ONE thick person for a month (ish) so after your bin has been emptyed after 4 weeks - you have your moneys worth?

                          Lets work this out, suppose council empty bins 52 weeks at the cost of ?1000.00 a year, this will cost us around ?19.24 a week now that?s a big slice of cake to cut if you are in a low wage and then you have to pay another ?2.00 to get your extra rubbish in the council pit when we are already struggling with every penny, my argument has always been is were are we going to get this extra money from, if we have to obey law and order on fly tipping, etc, then our govt, council should think twice.

                            I'm confused. Our local recycling center makes a profit each year.
                            We have weekly collections & no forced recycling.

                            Maybe my council is a little better run than others. But if this behaviour continues how long will it be before private companies start to offer services?

                            These centers can make a profit, ours produces electricity through the incinerator & sells the ash to other companies.
                            So a private company sets up shop & charges a small amount to people who use the facility. You then petition the council to remove the cost of waste disposal from your bill as they are not providing the service.

                            Where would that leave the grabbing coonts?

                            You can have your water rates lowered if you have a drain away installed on your property/garden. So if you can prove to the council they are not taking any waste from you, they can't charge you for it.

                              in my tip the workers are picking out loads of bits and pieces,and i have taken a few bits before aswell,,it amazes me what a throw away society we are,somebody has to pay for that,whether its us and 2 quid im not sure,but i am sure we throw away too much
