    How many council staff does it take to change a light bulb? One... but he needs a crane.

    How long does it take to change a light bulb? Quite some time, it would appear, if you follow health and safety regulations.

    Certainly, the contractors replacing the bulb on this lamp post, which is barely ten feet tall, seemed to make a meal of it.

    Onlookers said that on arrival at the site in Bognor Regis town centre, the workers spent 15 minutes assembling the world***8217;s smallest safety enclosure around the lamp post.

    Danger Sign: Traffic is diverted, a 2ft area around the offending bulb is cleared and the workman, complete with high-viz jacket and hard hat is prepared for launch

    Having ensured the safety of the general public, the workmen, employed by council contractor Southern Electric, then took another ten minutes to manoeuvre the cab on the back of the van into position.

    It was only then that they could actually attend to the job in hand ***8211; going to work in hard hat and high-visibility jacket a dizzying four feet or so off the ground.

    Residents were bewildered by the unnecessarily complicated operation. Ollie Brough, who works for an insurance company, said: ***8216;It***8217;s health and safety regulations taken to the next level.

    ***8216;Goodness knows how much it costs to work so inefficiently. Whatever happened to good old fashioned ladders? Twenty-five minutes to change a light bulb. Ridiculous. Surely there must be a better use of taxpayers***8217; money?***8217;

    A Southern Electric spokesman said: 'Safety is our number one priority. These days we have to risk assess every process.'

        Heath and safety mate, it doesn?t mater how long it takes to change the bulbs.................

        Tools owned: Hammer, Chisel, Crowbar, Punch, Chainsaw, Cutter and Brain!!!

                If it was me, id have quickly climbed on the window sill of the shop.. changed the bulb in a few minutes.. then booked it down as 1 hours work.. but gone to a cafe for a brew or something..

                Did it when i was a sky engineer.. go to jobs and run up roofs.. climb on bins to clip cables allsorts just to save time.. never had an accident.. never will because i work on the ground now ...

                  You see they do it like that because people like u walk along trip on the ladder they used to use and sue them for thousands

                      Believe it or not they were not doing it properly....
                      NO pedestrians are allowed to go under the platform...So where they have slewed across the pavement that becomes their work area, and they MUST barrier off the area completely and send the public into the highway via a walkway that has been provided by SEC lighting.
                      This work fails to be in accordance with chapter 8 lighting, signing and guarding...Trust me.
