          All fines for criminal offences will carry an additional "victims surcharge" of ?15, the Home Office has announced.

          So who are the victims when driving at 90 MPH???

              Victims surcharge is nothing new, it's been around for ages. It just appears to be another slap for doing something wrong whether there is a victim or not.
              My master plan is to live forever..... going to plan so far
              Despite the cost of living, it's still very popular.
              No good deed goes unpunished....
