      How did he fail?

      What they were fined for started over 10 years ago. How would you feel if you were forced to resign over something that was going on years before you were promoted?

      You should also look into the amount of money they made from breaking the law. Fined ?290 million, but made over a billion...doesn't sound like a fail to me.
