    EU May Order S***d-Limiters Fitted To UK Cars


    No cars in Britain will be able to drive faster than 70mph if EU plans for new road safety rules come into force

    British drivers could be forced to have their cars fitted with technology that keeps them within the s***d limit under new EU rules.

    The planned road safety regulations would require new vehicles to have systems capable of detecting limits through cameras or satellites and automatically applying the brakes.

    Existing cars would have to be fitted with the devices, which would mean that no car in the UK could go over the 70mph s***d limit for motorways.

          Only if the government chooses to have the legislation - they don't *have* to make you get them fitted, that's just the usual sh*t from news media trying to get headlines in because

          a) It's that boring time of year
          b) Dave needs some deflection from his appalling f**k up

              It's really funny, but the Dunday Mail and Telegraph neglect to quote any links to the proposals, very strange eh? Perhaps they can't really give out any links because there aren't any. The fundamentals for all this were set out in 1992 and with the introduction of tacographs in HGV's and the like and it's been discussed since. Someone from the DOT was present in June 2013 at a meeting, however for the life of me I can't find anything about cars (perhaps they left that bit out so that teh Telegraph and Mail could invent it for them?)

              Aim and scope of the study


              The overall objective of the study is to assist the European Commission with the ex-post evaluation
              of Directive 92/6/EEC on the installation and use of s***d limitation devices for certain categories
              of motor vehicles in the Community, as amended by Directive 2002/85/EC ("S***d Limitation"
              Directive) and to explore and assess options for revising the Directive (ex-ante evaluation). More
              specifically, the objectives of the study are:


              1) To carry out an ex-post evaluation of the application of the S***d Limitation Directive.


              2) To assess whether and how the S***d Limitation Directive could be amended to improve its effectiveness and efficiency.
              The second objective includes assessment of options for changing the maximum s***d applied for
              Heavy Commercial Vehicles (HCVs), extending the scope of the Directive to Light Commercial
              Vehicles (LCVs) and/or by application of various types of Intelligent S***d Assistance/Adaptation
              (ISA) systems for HCVs or LCVs.

                      all vechiles made after 2008 that had a new tachograph, has to be difigtial one with digital card type

                      never understood it, but perhaps gaston can search, all 'company vans' MUST be fitted with limiters, eg German Gas, BT, Meat-City Water, Sly, Vergin etc etc

                        The post is about an article printed in the Telegraph and Mail - although they'd never do anything silly like provide documentation to backup the headlines, kinda like MP's really. With the Tory press at present it's more like Bull(shit) Britannia - since they are trying to prop up Dave and Cleggy by making out that Europe is out to get us.... utter bollox

                          IntelIigent S***d Assistance (ISA)

                          Intelligent S***d Adaptation (ISA) is an in-vehicle system that uses information on the position of the vehicle in a network in relation to the s***d limit in force at that particular location. ISA is meant to support drivers and help them to comply with the s***d limits everywhere in the network. In that way ISA aims to prevent s***ding violations (see also the ERSO text on S***ding).
                          If large scale voluntary adoption of ISA will reduce the bulk of s***d violations, this not only supports s***d enforcement but may shift the emphasis of enforcement from general deterrence to specific deterrence. Instead of keeping s***ds of the general driving public down - a task then taken over by generally accepted technology - the police can focus more on detecting extreme or repeated s***d offenders.
                          Rule 10:

                          To the extent that new technologies facilitate voluntary s***d control, police s***d enforcement can direct itself more at detecting extreme or repeated s***d offenders



                          Black box

                          Black boxes can monitor and store various driving behaviours, including steering movements, accelerating and decelerating and also driving s***d. Theoretically and technically it would be possible to compare the information of the s***d limit in force and the actual driving s***d and use this as a source of information for detecting and enforcing s***d limit violations.
                          The European SARTRE survey showed that 28% of more than 24,000 interviewed drivers were "very much" in favour of black box systems that would provide evidence about s***ding or dangerous behaviour for enforcement [55]. An expert workshop organized by the ESCAPE-consortium identified the following preconditions for increasing the acceptance (by agencies and the public) of 'intelligent', vehicle-based enforcement systems such as the black box [44]:
                          • A Europe-wide registration of car owners
                          • Vehicle owner responsibility
                          • Decriminalisation of most traffic offences or administrative law
                          • Assurance to the public that the hidden purpose is not revenue making
                          • Fully automated detection and processing of violations
                          • Modern digital and wireless technology
                          • Warning before intervention or recording of offence
                          • Consideration of duration and frequency of individual's non-compliance
                          • Transparency of controlling strategy, use of revenues, etc
                          • Extra benefits for vehicle owners (e.g. theft protection), drivers (e.g. navigation) and road operators (e.g. better traffic management)
                          • Research to prove the effects on safety
