Then again the ONS claim that the increase of 3.1 million between 2001 and 2010, that's including births of children (including those from UK parents) etc, so doesn't stack up to 1/2 million a year at all.

If you're pointing out the migration from EU member countries, check with Ted Heath - he signed us up for the EU which included the freedom of movement within the EU area knowing article 1612/68 was in place - or has that been forgotten? Perhaps he read it and decided it was someone elses problem by the time we found out?
