PM Gordon Brown will promise "local homes for local people" in a package of measures to end unfair allocation of council housing.
Families with strong links to an area will get priority over newcomers.
And those on the waiting list longest will go to the front of the queue.
The changes form part of a bold new campaign by the PM to re-connect with the public. He is determined to switch the focus back to bread-and-butter issues after a long distraction over MPs' expenses.
The initiative - dubbed "Building Britain's Future" - will also outline new goals for schools, hospitals and the war on anti-social behaviour.
But plans to help 1.5million families desperate for a home will grab the most attention.
Mr Brown was spurred into action when the racist British National Party won two seats in the European Parliament. Many voters said they felt abandoned when newly-arrived immigrants with several kids got first pick of houses.
He will today vow to change the system within WEEKS so councils can meet the needs of their own communities.
And there will be a crackdown on council tenants who illegally sub-let their homes for huge rents.
