There's a working group working on it right now at the Scottish parliament.
The postal votes are sampled many days before the actual referendum takes place. Councillors and any authorised counting agent can attend at the sampling. Although the numbers are supposed to be kept secret, it is common to "know" the percentages of No or Yes votes.

Ruth Davidson was smiling like a Cheshire Cat at 10.15 pm no wonder conspiracy theorists are having a field day with this one. Don't forget the ten separate investigations into electoral fraud at the polling stations by police Scotland.

Frankie police Scotland have said nothing that establishes that these investigations were yes voters breaking the law, can you point to the OFFICIAL links where you got this information. Ten separate investigations.
In Clydebank, one Yes supporter, aged 44, was arrested by police after allegedly assaulting a man he believed would be voting No. He is due to appear at Dumbarton Sheriff Court tomorrow morning – when the final result is expected to have been announced. A police spokesperson said: "Police Scotland can confirm that a 44-year-old man has been arrested in connection with an alleged assault outside a polling station in Faifley Road in Clydebank at 8.30am this morning."
Whether he ever appeared and was fund guilty is unknown. However none of this or anything else will change the way the vote went, nor will a petition. It's time to move on and make the best of it, the same way any minority does when the majority win a vote.

Whether he ever appeared and was fund guilty is unknown. However none of this or anything else will change the way the vote went, nor will a petition. It's time to move on and make the best of it, the same way any minority does when the majority win a vote.
It's more than a petition now, today wings over Scotland appointed a lawyer and started a fund to mount a legal challenge. Also police are investigating leaks from the postal count being leaked to the leaders if the no campaign.
Yes lost because we started off from somewhere between 25% and 30%, and had to face the full wrath of the British state, the media and corporate interests, not to mention people’s natural resistance to change – no matter how ridiculous Gordon Brown’s devolution timetable was, or the unionists’ recent track record of enhanced devolution, it was clearly enough to convince wavering No voters to give the union another chance. Pain can make critical faculties go out the window.
However, we certainly didn’t lose because of shenanigans at the counts, and perpetuating such stories only hinders the attempts that are currently being made to move on from the result and onto the second phase of this wide-ranging and thriving independence movement (Women For Independence and the Radical Independence Campaign are already planning their next conferences in the coming weeks).
As an official referendum agent for Wings Over Scotland who witnessed the counting procedures first-hand, I hope these words might carry at least a bit of weight amongst online activists. Believe me, if anything dodgy had been happening, this vile cybernat would have been screaming it from the rafters.

You're right it is what it is, but clearly the correct procedures were not followed by the electoral commission in some cases. If mistakes were made they should be highlighted to ensure it doesn't happen again.
Complaints were passed to Police Scotland and elections watchdog the Electoral Commission. These arose following comments made by Ruth Davidson, the Scottish Conservative leader and prominent supporter of the Better Together campaign.
Ms Davidson said during TV coverage of the referendum, 45 minutes after the ballots closed, that the No camp had been "incredibly encouraged" by the results of a "sample opening" of the postal ballot that she said had taken place around the country over the few weeks prior to the poll closing.
She said agents were able to "take tallies" of postal ballots "and the reports have been very positive for us".
Complaints raised concerns the information may have helped inform the No campaign's decision to issue the "vow" of more powers for Scotland from the three main party leaders.
Now it has been confirmed the *Electoral Commission has submitted a report on the allegations to the Crown Office and Procurator Fiscal Service for examination in the wake of The Herald story earlier this week.
It is expected that Ms Davidson will be spoken to about her TV statement.
Asked on timescales for the *assessment, a source said: "It's like any report to the Crown, it'll take as long as it takes."
Complaints sent to police and the Electoral Commission surrounded agents being able to see the ballot papers and communicate how the vote was going in advance during opening sessions across Scotland in the days running up to September 18.
Elections Scotland guidance on postal votes states it is an offence for anyone attending the opening of postal votes "to attempt to ascertain how any vote has been cast or to communicate any such information obtained".
Failure to observe the secrecy requirement is a criminal offence punishable by up to 12 months in prison and/or to a fine of up to ?5,000.
Video footage of Ms Davidson talking about the ballot viewing during televised referendum coverage has been forwarded to both the police and the Electoral Commission.
