'DVLA won?t refund my ?180 car tax'

A reader is concerned that he might be the victim of a scam after waiting months for a car tax refund

The DVLA owes me a refund of road tax in respect of a car I part exchanged three months ago.

Although DVLA agrees this money is due and my making many phone calls and writing two letters about it, the ?180 has not been reimbursed.

Could I be a victim of a scam? JB, Somerset

You renewed the vehicle tax in advance by debit card on the website.

Rather unexpectedly you then you found a car with sliding doors which suited your family?s needs better than the car you had. You part exchanged the old one for this one before the new tax came into play and paid the full amount of tax for the new car.

You filled in all the forms required to reclaim your money for the first car. DVLA wrote, ?We will automatically issue you with a refund of vehicle tax for any remaining months you have paid and cancel any direct debit. Any refund will be sent to the address on our records.?

It (Other OTC: ITGL - news) wasn?t and, although you tried to make allowances in that the rapid change of cars might have confused things, you naturally began to suspect something might be wrong.

A week after I contacted DVLA you received a payable order for the ?180. This you cashed within two hours of receipt.

A DVLA spokesman says, ?We are very sorry for the delay in issuing a refund to Mr B. We process 44 million vehicle tax transactions each year and cases like this are very rare.?

“But it is a very harsh lesson for those who may not be aware a tax disc is now automatically cancelled when a vehicle changes keepership.”

The official figures show 26,173 cars were clamped by the end of March – an average of 8,724 a month. In that period in 2014, 16,144 were clamped – 5,381 a month.

Motorists must pay a fixed release fee of ?100 but have only 24 hours to do so. Otherwise the car is towed away, doubling the release fee to ?200.
On top of that, the DVLA charges a ?21 daily storage fee while the car remains at the compound. If this is unpaid after a week, the DVLA has the right to “dispose” of the vehicle, by either selling or scrapping it.

Motorists whose car is clamped must pay a further ?160 surety or pay the road tax in full to get the car released.

This is the part I would like to get answers, once the vehicle changes keeperschange why the money is not refund automatically to the person account when paid by debit or credit card?

Jest send the bailiffs after all that’s what they are there for....
