Refugee walked through the Channel Tunnel entitled to JSA

I'm at a loss as to how the UK can afford this... My disabled friend is told that the council can no longer afford disabled taxi card concessions..so it's abolished. For all it was; ?2 per taxi journey, but still, a help for those who can't drive or get on the bus...but the UK can afford JSA & HB for someone from Africa. I think we should cut back on the money spent on our British Military Forces to help pay for it rather... just my opinion though
