VOSA have already told us you should be aware that the MOT certificate is not a guarantee of the general mechanical condition of a vehicle, and we should check randomly the vehicle condition every day if the Tyres, Lights, Brakes, and Windscreens are all in legal conditions, doesn’t make sense why can’t we just abandoned MOT checks, every owner has to check randomly his vehicle before driving on the road as in most third world countries were accidents rarely happens when they do not have to take vehicle for annual MOT checks....

We can't just abandon them because people do stupid things, and when they have no money those things that aren't required like new brake pads will be swept aside and can wait until there is money. The MOT carries out checks and the requirements are valid when checked, not after, not before but at that time. At least someone with some sense of safety and what is dangerous checks the car on a yearly basis. It's a legal requirement that it is checked so can't be skipped. Having a fine for having no MOT isn't something new, it's always been there, and obtaining vehicle excise duty requires it, just as it does insurance.

Accidents probably don't happen that often in 3rd world countries because I suppose South Sudan or Mongolia just doesn't have as many cars as the UK. Also does anyone really care if someone in say Iraq is run over by a car that hasn't been checked for safety? I think not.

Gas surely you know people only need brake pads if they intend to stop!
In countries mentioned hardly relevant car are used as donkeys, carts bombs and ram raiding, any fool run down deserved it. Also is generally considered the older the car and the more bits that have fall off if it still works indicates a its a good one.

If a compulsory annual service with a safety check then it makes sense, otherwise its just a revenue raising exercise, exchanging your hard earned for a piece of paper only worthy on the day
