HM Revenue and Customs will trawl through 18million files dating back six years in a bid to claw back ?3bn in underpayments.
HMRC officials, who face 10,000 job cuts under the spending axe, are already chasing ?2bn lost during a recent PAYE blunder.
The new cases could take two years to complete and it is feared the elderly will be worst hit.
Paddy Millard, of charity Tax Help for Older People, said: ?Millions caught up in this backlog will be elderly on low incomes.
