    Welfare shake-up: Mums, widows and poor get clobbered
    IT bears the hallmarks of yet another clueless Tory slash and burn policy.
    David Cameron trampled on the lives of hundreds of thousands of vulnerable people yesterday with the most ruthless overhaul of the welfare system in more than 60 years.
    Betraying the poor, sick and elderly in his crusade to slash Britain?s deficit, the PM revealed all state handouts will be replaced from 2013 by a single universal payment.
    His ministers insisted nobody would be worse off.
    But their claims were blown apart by the Department for Work and Pensions just two hours later when it stated 1.7 million households will be entitled to less.
    Buried in the smallprint were the Government?s plans to force millions of parents back to work ? despite five people chasing every job.
    The merciless reforms will slash ?5.5billion from the welfare bill over the next four years by limiting housing benefit, reforming tax credits and taking child benefit away from higher-rate taxpayers.
    The plans were announced on the day the Government hit millions of pensioners by switching their funds from the Retail Price Index to the lower Consumer Price Index.
    Shadow Work and Pensions Secretary Liam Byrne MP yesterday blasted: ?It?s obvious welfare to work won?t work without more jobs.? Labour MP Karen Buck added: ?Has the Government any understanding what the implications will be for the poor, widows and older people??
    Of the 1.7 million facing a fall in their living standards, 500,000 will be up to ?25 a week poorer and 200,000 up to ?75 worse off.
    Lone parents will be particularly badly hit with 400,000 losing out.
    And 400,000 couples with children who are not in rented accommodation will face benefit cuts.
    Stay-at-home mums wanting to claim could face the same jobseeking regime as single mothers whose youngest child is over seven. They will be made to turn up at jobcentres and explain how they are looking for work or have their benefits docked.
    The change is expected to apply to mums or dads in households where one parent works three days a week or less.
    But the DWP refused to say what the threshold would be.
    Another draconian measure could see 680,000 people claiming housing benefit getting their payments cut if they are deemed to be ?under occupying? their properties ? in other words anyone living in a house with a spare room. This will make 750,000 ?13 a week worse off including widows, the divorced and 50,000 aged over 60.
    Work and Pensions Secretary Iain Duncan Smith insisted the Welfare Reform Bill would make work pay.
    Announcing the changes, he claimed: ?Nobody will be worse off because every single person, as we migrate them on to this new credit, will be cash-protected. That means that whatever system you are on, we will stay at that level whilst the new system is set.?
    But his department?s own impact assessment published two hours later said: ?1.7 million households will have notional lower entitlements than they otherwise would have done as a result of the universal credit.?
    Documents also revealed the cost of introducing the shake-up had increased from ?2billion to ?4.6billion.
    And they state the poorest 10% of benefit claimants will lose more than the richest 10% .
    TUC general secretary Brendan Barber hit out: ?Long-term unemployment has doubled not because of a sudden increase in workshy scroungers, but as an inevitable result of economic policies based on cuts that destroy growth.
    ?Today?s proposals are based on blaming the jobless for unemployment in the hope voters won?t notice the real cause.?
    The National Housing Federation said the measures may force thousands of people out of their homes. A quarter of those affected will be married or cohabiting couples ? most of whom will be ?under occupying? as a result of their grown-up children having left home.
    VULNERABLE
    NHF chief David Orr said: ?The cuts to housing benefit for households deemed by the Government to be under occupying are extremely harsh and could effectively compel thousands of people to leave their homes.
    ?Ministers have long promised to protect the vulnerable and yet these plans could force thousands to move out of homes they have lived in for many years.?
    Disabled groups hit out at moves to replace the Disability Living Allowance with a Personal Independence Payment. Leonard Cheshire Disability said: ?We need assurances this will not push even more disabled people below the poverty line.?
    Mr Cameron said the reforms were the ?most ambitious, fundamental and radical changes to the welfare system?.
    The PM said: ?Never again will work be the wrong financial choice. Never again will we waste opportunity. We?re finally going to make work pay.?
    The Universal Credit will ensure those coming off welfare can keep 35p of benefits for every extra ?1 they take home.
    Housing benefit will be restricted to cover only the cheapest 30% of homes.
    There will also be a crackdown on the so-called ?sick note culture? in which 300,000 people a year leave work to live on benefits. Reforms will also bring in sanctions against people who refuse job offers. They could lose handouts for up to three years.

    I like the part were it says they could lose handouts for up to three years, so just imagine the poverty will cause in our society, theft, prostitution, robbery, etc, will put this country back to the 1920, who voted for the Lib/Con will be feeling gutted.

      I don't know how it works in the rest of the country. But here, the housing benefit is based on an individuals needs. A single occupant is entitled to a living room, dining room, kitchen, bedroom & bathroom. The benefit is based on that & not how many rooms are in the house. So a single person living in a one bedroom property will get the same as a single person living in a 3 bedroom house... & vice versa. The higher rent on the 3 bedroom house has to be covered by the claimant.

      So how can they cut housing benefit based on unused rooms when they don't even give benefit on those rooms now?

        Its harsh out there, im dole scum for the first time in years. Got laid off due to "lack of business" stupid menu pricing was the real reason though but the financiers couldnt see it.

        5:1 ratio for a job is optimistic, round here im facing at LEAST 12:1 odds.
        The job i just got interviewed for had 2 posts open and 73 applicants, talked to the interviewer about it, asked him out of interest just how many interviews he was conducting and he told me straight up he had 42 to get through :/
        not that im worried, me being a god amongst men and all

        I don't expect to be out of work for a prolonged period (im averaging 4 interviews a week), but still its been an eye opener.
        If i dont land a job doing what i want to do in the next month then I'll buckle down and do anything for a wage and look for something i do want whilst working.
        Its harsh out there though!

          look on the upside, more working girls= more and cheaper choices for the punters !

          should start killing all the scum pedos and sex crims , insted of putting them up in 5star prisons (just kill the coounts, save a lot of money!)

            Totally agree with you the man, I can tell you ones you are on dole you are fac*** mate, because I know the experience I have gone through it is hell, the first thing you have to get rid off is the car, then you have to change your life by cutting on smoking, drinking, and bills are the menace, I have learn my lesson the hard way and I feel sorry for people on dole but if there is no work how the hell they are going to find work.

              im rip roaring raging the way the papers have reported on this etc. making people homeless my arse. no way in this earth should we pay ?2000 a month for someones rent to be paid etc.

              some people have been on incapacity benefit for 20 yrs and are perfectly capable of working. every 2nd claim is for depression/anxiety or stress. ive suffered that most of my life but i can still work and so can they. if they would only get aff their arses they would realise this.

              people moving from incapacity benefit to esa are in for huge changes.

                I signed off last week, was out of work for 5 months, I was working in health care, and I also thought I wouldn't be unemployed for long, but soon found out I was working in a highly volatile industry, with lots of other health care workers loosing there jobs (mainly due to the savage spending cuts),
                so I asked the job center what industry's are still growing, and if there was any funding for some re-training, he advised me to look at the security sector, as there is a big shortage of security staff since the SIA licence was introduced.
                it was a battle, but after pecking my jobs advisor head for a couple of weeks he found me some European funding (?800) to gain a couple of SIA licences, and not a word of a lie I had the pick of about four different jobs within a week of getting my licence. it was a battle to get the funding but one worth fighting for, I'm now earning more than I used too and have job security.
                I have sympathy for all those who are loosing there jobs in the current climate, but there are opportunities out there, you just have to find them.

                  I'm hoping they ban all but the Job Centre Channel and Educational Channels on TV for those out of work for more than one year. No benefits for rug rats born outside of a Marriage and only one kid paid for unless it's twins. Medical appointments out of work hours for those working and priority to those paying taxes. Paymernts for qualifications earnt and tax allowances for those deamed suitable but unfortunate in not getting a job due to too many applicants. This should sort out the ones that don't intend passing an interview. Move over Ghengis Khan here I come.

                    you believe someone should get more money for taking the wrong/easy degree.
                    current stats are 1 in 5 graduates are signing on, I don't see why they should get special treatment.

                      There seems to be some similarities in your welfare system and ours. The thing is that it is a system and systems are made to be used.
                      The problem is that conditions in the system have not been broken down and look into and legislated for.
                      Take for instance the couple who have a kid. He does not name himself on the birth cert. she and the baby are given benefits and possibly a flat or house and then he moves in.
                      Thankfully I have a job and go there each day to pay for my wife, myself and our son. I also have to pay for the family mentioned above even though he may have a job also and is capable of supporting his family.
                      As I said, it's a system and it's there for using, but if it was sorted then there would be more to go round for the genuinely needy.

                        Cheers Lainie, seem to have it under control, like I said I don't intend to be out of work for long, never have been, cant be ~~~~ed sitting on my arse all day skint when there's life to be lived!
                        Hitting the pavement daily and running round restaurants talking to heads and handing over CV's ive had some good responses but no one seems to be hiring till business picks up, springs rapidly approaching though so there will be plenty of offers on my table

                        What i have noticed though is that the Job Centre is a ~~~~ing joke, wee neds in and out in 10 seconds flat whilst im sat on my arse for up to an hour, an hour when kitchens are quiet and i can actually manage to talk to a chef about a job! its insane!
                        "ah pure looked online mang but there where nae joabs, read a paper tae this week" sign here and out the door.

                        In the past week i've filled out countless aps, had 9 interviews (one was even at 7am in the middle of nowhere! looking for a different posting than advertised though so no luck) and any free time between I've been in and out of doors begging for work!
                        We bams sat on their arse all day deserve everything they get!

                        Showed up at the job centre in a suit (just of the back of an interview) and the staff didn't know what the hell to make of it! the woman at the terminal was freaked out when I told her id exhausted her database the previous night! Shocked that someones actualy out there hunting like a maniac!
                        Its been an experience thus far, not a pleasant one at that.

                          something had to get done i know a wee slut lives round the corner from me who got pregnant at 16 and now lives in a 100,000 pound house rent paid for by us. Shes never worked a day in her life and never will.
                          also know someone in their 30,s whos never worked a day in her life because shes too depresed to work and knows how to fiddle the system. IT HAS TO STOP.

                            I said qualifications earned not paid for. Too many people leave school with no qualifications due to messing around, playing the cool guy or just not going. Unless you've a mental health issue you've no excuse. If we clamped down on wasters there would be more for those genuinely in need. I've had the pleasure of living in many countries of the World and have seen those who earn a living and those that expect a living. Sadly here in the UK it's become a case of what can the Country give me.

                              its acutally getting worse johnboy as some in society think its their god divine right to benefit.

                              i totally disagree with the way its calculated and paid out as those that have worked ie paid N I conts get nothing extra than someone who has never worked in their bloody life.

                              you would not believe the number of claimants that say they cant read or write and therefore CANT work in their own opinion. if bloody send them back to school to learn.

                              im not a tory supporter in any way but they are at least trying to fix this problem that is just sooooooooo out of hand now.
