you need to reside in the UK as it's being raised by MP's in Parliament, so they will only act if UK residents sign it.. believe it or not it needs 100'000 signatures to be mentioned in parliament..
there is a way around it.. use any UK address.. shop, friends house, relatives house, your teams football ground address etc

Quite a number for such a short time, looks like quite a few have joined in the call along with Brian Irvine. Joey Barton has used his usual twitter route to highlight support and the Liverpool manager has called also BBC News - Hillsborough files: Kenny Dalglish in full disclosure call
BTW Digital Kaos ranks quite well on google with the search term of OP's title so the more supporters we can draw all the better for the petition

An online petition calling for Hillsborough disaster Cabinet papers to be released has reached 100,000 signatures and forced a Commons debate.
Liverpool manager Kenny Dalglish and Newcastle United player Joey Barton used Twitter to mobilise support for the Home Office website petition.
It follows a ruling by information commissioner Christopher Graham that the papers should be published.
Under government rules e-petitions with 100,000 signatures must be debated.
Celebrities including former Liverpool player Michael Owen, musician Billy Bragg, actor Simon Pegg and the comedian Dara O Briain have added their names to the petition on the Home office website.
The Cabinet Office has said it will appeal against the information commissioner's publication decision because it believes the Hillsborough Independent Panel, established under the Labour government, should oversee the disclosure of documents relating to the 1989 tragedy in which 96 Liverpool fans died.
A Cabinet Office spokesman said: "The e-petition has now reached 100,000 signatures and the government will notify the Backbench Business Committee in the House of Commons in order that the committee can consider its suitability for debate when Parliament returns in September.
"The e-petition will remain live, and people will be able to continue adding their signatures. The government will respond to those who have signed the e-petition in due course."

Today's report is black and white.The Liverpool fans were not the cause of the disaster.
The panel has quite simply found 'no evidence' in support of allegations of 'exceptional levels of drunkenness, ticketlessness or violence among Liverpool fans' and 'no evidence that fans had conspired to arrive late at the stadium' and 'no evidence that they stole from the dead and dying'.Comment

all it means is it will be debated in parliament,then they will decide how and what info general public needs to know.(coz lets face it mp's are the most sleazy corrupt individuals you are ever likely to come across) has been proven since cromwell was in power.sorry lads and lasses you will only hear the facts they want you to hear, in my opinion after they have finished there will be even more questions than answers!Comment

The government has reiterated its "commitment to full transparency" over the release of Cabinet papers relating to the Hillsborough disaster. An online petition requesting their release has attracted more than 100,000 signatures, enough for a parliamentary debate to be considered.
But the government has insisted the papers will first be released to the panel which is examining the disaster.
Labour MP Andy Burnham said he would push for a parliamentary debate.
In a statement, the Cabinet Office said: "The government has confirmed its commitment to full transparency about the Hillsborough disaster through full public disclosure.
"All papers had previously been shared with the Hillsborough Independent Panel.
"The government is happy for all the papers to be released as soon as the panel so decides, in consultation with the families.
"We expect them to be shared with the Hillsborough families first and then to the wider public."
'Push things to a vote' Mr Burnham, who called for full disclosure of the documents in 2009, said he welcomed the "general tone of the statement" but remained cautious.
He added: "I will do everything I can together with the other Merseyside MPs to ensure [a debate] does happen.
"If we don't get the statements we need, we'll hold out and reserve our right to push things to a vote."
The Information Commissioner, Christopher Graham, ruled in July that the papers should be published.
However, the government is appealing against that ruling, and said it wants them to be released to the panel first rather than all at once to the public.
It is understood the panel may put forward its recommendations on which papers should be released as early as the spring of next year.Comment
