how can you get a yellow card for a foul in the box but no penalty..??

The officials in this country are a joke at the moment..

one of the strangest decisions i have seen

should have been a straight red as well tbh it was high and nasty

looked in play to me.. if the ball was 'out of play' then he should have had a red as it must have been serious foul play or violent conduct..

I'd like to know under what 'cautionable offence' he was booked for then..

Referee P Dowd clearly tells the players that the reason it's not a penalty is because the ball was marginally out of play. That would of been a red card if it was anywhere else on the pitch.
