Is the power of H.A.R.R.P true?

I was watching a video on youtube the other day about this military weapon called H.A.R.R.P apparently it has the power to change the weather, create hurricanes and tsunamis some even blame it for the japan disaster. Anybody has any info?

All of the above are possibilitys if used as a weapon H.A.R.R.P would be a truly super weapon.
