hello, I know about the nexzdas lite diagnostic tool, it is based on android system, and can do full system diagnosis for all brand cars.

I use torque (lite - free version) app on my android phone and ELM327 (generic? cheap blue case one) OBDII bluetooth dongle.

It works to connect to ECU on a few cars I have tried, but have not been able to test reading/clearing fault codes yet.
