best Android app to mass communcation

I and some of my friends have an intention to make a organization for Animal welfare..Especially for dogs.. Initially, we need to make a group adding our close friends and we are looking for a suitable app to communicate. We are considering whatsapp for this purpose but hesitate to use it due to its member limitation of 256. If someone is here engaging in such mass communication for organizational purpose, could you please give us some tips about suitable app?

Could you use that whatever app, then ‘limit’ it to 26 groups
from a to z. Then ‘your group’ gets whatever information and last person in group
passes to next group

So ‘team leader’ sends message to group A “pooper scooper sale £5 each” which is

Andy, Annabel, Adrain & Alistair. (Up to 256 members) Alistar forwards to next group

Betty, Briain, Barry, Barthumoew (upto 256 members) Barthemeu sends to group C

Thank you very much fro explanation.. I have had misconception so far about this limitation matter.. I used to believe only 256 members can join in total

You can use applications such as vibeer or telegram. They can have thousands of participants in one group. This will make communication easier without creating dozens of groups.
