The Samsung Galaxy S4 is an excellent phone.
Make sure the phone is UNLOCKED before you buy it, if possible.
Otherwise, you will need special applications to root and unlock it.
These are available if you do a Google search for (your phone/root).

Obviously, it's an attractive offer at such a price.

The only way it can be locked is if he reports it stolen to his provider and they lock it so the phone becomes useless,it will lock even if you put another sim in

the phone won't be locked at the end of contract ... as it becomes the property of the person who had the contract ...... unless (as mentioned above) it's reported as stolen .......or if they bail out and don't complete the contract it may well get locked ... because they've basically nicked it

I need to log on more.

Locked - the phone is 'locked' to one network. i.e. Vodafone. No other network SIM will work in the phone unless it is unlocked from the Vodafone network. Phones purchased or contracts taken out from a network shop will be locked. Phone from independent retailer (phones 4 U, carphone whorehouse, Fonehouse) will be SIM free (not network locked).

Blocked - when a phone is lost, stolen or contract not paid up it will be blocked by the network. This will be shared with all other networks until the phone will not work in that country.

There are many OS developed for the Samsung S4, for various Cell Phone Providers.
It is difficult to answer the Original Poster without knowing exactly which S4 he is referring to.

Please follow this link for "How to SIM unlock Samsung Galaxy S4" on a T-Mobile version:

if he fails to make the payments after selling it to you then it will be blocked by the network regardless of it being unlocked or not. its the imei they block.

its cheap for a reason, dont buy it.
