Check the settings menu for 'wifi tethering'. Setup a password & encryption type then turn it on.
You should then be able to access the wifi connection with your Nexus 7. Just make sure the Nexus 7 supports the encryption level you selected on the phone.

Dear Lewiscc. Can't find USB Tethering either. What I do have is , Flight Mode, Wi-Fi Settings with a sub-directory marked (Turn on Wi-Fi, Network Notification), Wi-Fi Networks (Add Wi-Fi Network), Bluetooth Settings, Mobile Networks and finally Synchronise (Profile Name, Sync Catagory, Sync Type, Sync Server all of which want me to input a name) Sorry if I seem stupid but I'm not phone-literate.
