Ipad Battery Charging

New to this Ipad thing, still trying to get my head around it. When I connect the ipad to my Laptop the Batt indicator show "not charging" I can only charge the Batt with the mains adaptor supplied.
My question is: can/should the Laptop charge the ipad Batt?? info would be appreciated.

Not charging

The reason it wont charge from the USB socket is to do with low voltage or current, especially from Windows based computers, I think it works ok from Apple models. However you can get a piece of free software to put on your Windows computer which will overcome this, I use it a couple of times when we did not have our mains charger and it worked ok, just Google it.
