Ipad A-1673 white screen with apple logo and progress bar

Hello. I got Ipad A1673 with screen on the picture. I don't know what is a happened before they didnt bring me with ipad.
1. Installed iTunes - dont recognize Ipad.
2. Tried to hold power and home button - nothing happened.

and i cannot turn of ipad... So who can help me solve the problem. Thanks in advance
