It can do, when you jailbreak add the hackulo.us repo on cydia and add app sync and install0us. However its best to pay for your apps if you like them.

Not only, you can custom all your phone, run emulators, use your phone as usb key, have many themes, etc....
All to download in Cydia.Lot of possibility.But many of those are on sell or you must find good adress(repo's) to download it for free.
