hiya i have an iphone 4 thats locked to one network i havent paid ma bill yet could i jailbreak it and unlock it to use a payg sim in?

This is the same baseband as 4.3 4.3.1 4.3.2
pay this bill and request that ur network provider unlocks you phone which the must do

o2 dont charge but others do
the thing is though that ur still bound under contract that you pay ur monthly bill
they would be in there rights to lock thre phone if you dont
in which case it would just be an ipod

Baseband changes when you upgrade to ios5...

i'm sorry but if you dont pay your bill they do not have the right to lock the phone as in bar the imei ! if they did they could not pursue you in court for the debt they can cut the number off as in no incoming or outgoing calls to that number.
