Not sure what your after...but you can use Absynthe 2.04 to jailbreak your iPhone 4s (UnTethered)

If you are already tethering your phone to your other devices then by jailbreaking your phone will not create any issue for tethering, that's a guarantee!!!

under general/settings you will find Personal Hotspot, is in ios 5.1.1 by default and you can share you internet with other devices, no need to even jailbreak your iPhone, in case you don't feel comfortable.
