there's a couple of free apps in the app store that can do this. Basically you need to cut a 30 to 40 second section from a song in your music library then save it. It is installed through iTunes back onto your phone and selected through settings/sounds/ringtone.
The app will give you full instructions on what to do.

you can edit your sound on itunes
right clic on your selected music
choose INFORMATION
on Option bar search for end and put 0,40
ok
grab it to your desktop and exange file tipe to .m4r
your windows must have activated the option to see know extensions to edit the file to m4r
if ok you will see yhe sound on itons on ring bar
