iphone 3 help please

my mates i3 is stuck with the apple logo on the screen.

he says he removed his data etc and tried to update/restore the phone in order to sell it.

its now here and he asked if i could fix it, well can we

Hold power and home button together until it restarts and then when you see apple on it just release power and continue to hold home, it will enter in recovery mode, connect to itunes and restore to the latest version

It will be clean and updated to the latest version available.
