Iphone 5S icloud lock

Hello i buy iphone 5S one ebay but when i received it i can not use the phone because is icloud locked and ersed
But the IMEI is not blacklisted !!!

I call to appel store for try to unlock it but it's impossible. He need a bill
anyone can to unlock it realy ?
i paid for it.
