hi mate its not daft questions , if u dont know its always worth asking , thats what the forums all about , yes it will work on 4.0.1, update itunes to the latest version , then i recommend restore your iphone[backup what u need in itunes 1st] then jailbreak using jailbreakme

You can add apps via itunes that you have downloaded, or you can use installous to download apps direct to your phone.

I dont think there is for 3.1.3, but im sure I am sure there is one out for 4.0/4.0.1

You will always have to pay for apps when using itunes. You need to install something called installous and add the homepage as apptrackr home.

You can then download all the apps you want for free.

hi mate whats ya baseband, u will find this in settings/general/about/carrier , the ultrasn0w666 repo , u will need to add this to your iphone once installed rebboot , and u will soon know , lets me know ya base band m8 and i will tell ya
