i having the same issue with 3gs ios4.02 try to restore back 3.1.3, but keep getting error 3194, which i belive it's to do with the apple not signing the 3.1.3 ipsw and i don't think that it was save by cydia!!
i try to do this method
C:\Windows\System32\drivers\etc\hosts
open with notepad
delete any line that has to do with apple and add this at the bottom:
74.208.10.249 gs.apple.com
but i keep getting error when saving
so i unable to continue,
but a few said has work for them!!!
hope some one can help, be very gratefully

Boot into safe mode and do it, it will work fine then. I was unable to save it unless I was in safe mode.
download the fw you want to install on your iphone. in itunes click on your iphone and while holding SHIFT click restore and select the fw you downloaded.

Use this instead (#127.0.0.1 gs.apple.com) make sure you type it as it is including the symbol but without the bracket. Hope this help. And also get tinyumbrella to help kicking your phone out of recovery mode.
So the step is easy:
1. get your firmware choice and edit your host file and get tinyumbrella.
2. put your phone in dfu mode.
3. shift click restore and select your file to restore your phone and click restore.
4. After its done it will give you errors but dont worry that is normal dont panic.
5. open tinyumbrella and click 'kick device out of recovery'.
6. job done enjoy
