Via cydia, you will first need to install appsync for your particular firmware.
Then you search for tomtom on installous, then download it, and once its downloaded, you click it on the download list which installs it.
Once its installed on your phone, plug into computer, and right click the phone, and select transfer purchases. This will make it so itunes doesnt delete it when it sync's.

If appsync is installed, it should transfer automatically, but it dont always. You dont download tomtom via cydia either. Its through installous, tbh its quicker and easier to download it on PC, and simply add it in intunes.

I USE apttrackr, and download all the apps to my laptop with firefox, then open with itunes and scync to the iphone all work very well

And it's a lot quicker as well doing it the above way :-)

When you JB it, then you find cydia, you add the cydia.hackulo.us repository, then through cydia, you download installous, and then there are many navigational programms like tomtom, igo, navigon, etc...
