do you mean its been reported lost/stolen and the imei is blocked from accessing networks ?

if so best bet is to sell it to someone in america

Best way to get it working is to pay the bill otherwise sell it out of the UK or emigrate yourself.

What iOS version do you have and what baseband do you have?

iso is 4.0.1 and it was on vodafone base band is 01.59.00 thanxs

If you have been blocked n on contract there is no other option
