Hold the reset button while powering on wii and see if it boots into priiloader. It won't really help much without a nand backup or the keys.bin file but it is a start and you may be able to get to autoboot to usb loader.

is there any way of reflashing it or scrubbing the hd and starting again?

Not really mate not without at least bootmii in boot 2 or the keys.bin that is unique to that console and stops you installing any nand from another console, it is a very specialist area re writing a wii nand. but if priiloader is installed you will have an autoboot to app option and if it is just problem with the title screen you may be able to bypass it by booting straight to a usb loader or hbc. You won't be able to use any channels or change settings but at least you will be able to play games...Is it a black screen as soon as you switch it on or can you get to the press a screen before it freezes.
