got a new controller but the lights not working at all

Open battery cover at the back of the remote press the little
red sync button and at the same time press the little red sync
button on the Wii, where the SD card goes.

Secondly Try New Alkaline Batteries that You know Work,

Lastly ... If Four Lights Flash when You press the remote ...
You need to take the Battery Cover off the Remote ... Press
"Sync" Next to the Batteries once and then press "Sync" next
to the SD Card slot Once ... Thats all I can help with ... I hope
