Neogamma R8 is an app for playing burn't CD games but you need an earlier Wii to play them as Nintendo changed the DVD drive to stop you doing this later. Doing a syscheck will tell you if your DVD drive will play burn't discs. If you can't play them you'll get a DVD read error 1167 when you try as I do.

USB Loader GX plays games on and external hard drive. It sounds like you have some conficts with the cIOS wads you are using as 99% of all my games play through USB Loader GX.

Only if it was bought before 2009 then updated to 4.3 if it was made after that date it cannot play dvdr
