Yes you can, If all you want to do is play backups and your Wii drive isn't a D3-2 (All Black Wii & Newer White Wii's)
Then All your need to do is install a cIOS and Neogamma

If you wanna play backups from HD then you'll need a USB Loader as well.

Do you already have cIOS installed?
    What System menu you on?

Well it's quite easy for you to install a cIOS on a 3.1 system
        Just download this cIOS38R17&Neogamma

Unzip and copy to the root of your SD Card
        Run cIOS38R17 Installer from HBC
Select Default options & WAD Install <----- that's your cIOS installed
Then Run Wad Manger from HBC
Select default options and install Neogamma Channel.WAD <------ that's your Backup launcher installed

But what you do need to do FIRST is a Nand Backup so your Brick Protected.
Are you able to do this? need 520 MB spare space on a SD Card

You will need to update your system menu and/or ios's at some stage as 3.1E is a older system menu lacking in many features.

        Regards

Well when you installed the HBC (HomebrewChannel) on it you had an option to:-

                Install HBC
                Install DVDX
Install Bootmii as Boot2 or IOS <-----

you should have had the option to install BootMii as Boot2?
this is what you need to do, runtime files will be written to the SD card and you need about 520-540Mb free space on the SD card.

You with me so far Jason?

You need to re-run the installer you used and follow the instructions and install BootMii as Boot2

It'll ask you about preparing SD card and stuff just accept and let it install.
Then you can do the Nand Backup after that.

Power down the Wii then power on with the SD Card still in(The BootMii Home Screen should now be visible)

Wiimote will not work on this screen as Bootmii loads before the system menu can enable it, so we use the buttons on the front of the Wii to navigate the menu?s

Power On (NEXT), Reset (SELECT), Eject (When Prompted)

? Press Power On (Next) to move along to the Green Extract Backup Icon
? Press Reset (SELECT) to start NAND extract
? NAND Backup Followed by Verification will follow this can take up to 20 mins
? Once Backup verified power off Wii and Replace Softmod SD Card if swopped
