if you want to download at full speed you would be best to use newsgroups instead of bit torrents

your internet service provider will proberly give you free access to some newsgroups all you will need is a newsgroup reader this site Choosing a Usenet Newsgroup Reader | Anchordudes Usenet Newsgroup Server FAQ will tell you a few of these, but if you want all the newsgroups you will need to pay a monthly subscription and sign up with somebody like giganews. then you be able to download at your full speed games/movies/music/ pc programs
