If the format is Wbfs use Wbfs Manager. I had a go myself doing a clone copy but it took ages so i export a few at a time and drag onto my desktop.
Individually it only takes a few minutes to export 1 game at a time.

If copying from one wbfs drive to another use wbfs manager add the drive with games on it to the top window and the empty drive to the bottom window then click clone drive. If transfering from fat32/ntfs or from wbfs to fat32/ntfs use wii backup manager load the empty drive then select the files you want to transfer from the drive with the games on and load them onto the new drive.

If they are both FAT32, can I just use Windows to copy files from one wbfs folder to another? Thanks
