Wii u no pin and can't connect to the internet without a pin?

Hi I brought this Wii u from a carboot but I'm stuck without the pin. I can't get on the internet without it to gain a master key to get it sorted. Has anyone been able to reset everything on the console? Any help please!

Sounds like Parental Controls are locked. Without internet, getting the master key is tricky. Try contacting Nintendo support with the inquiry snowrider number, or reset the console if possible.

I tried that. They said they can't help due to entering someone else's account to unlock it. I tried it all. I was hoping someone can hard reset the console fully without internet connection. Thanks for your time
