help with downloaded gta save

ive downloaded a liberty city stories game save loaded it to my hard drive but when game starts just says i cant use this save as i didnt create it

is this one of them locked to console games where you cant copy someone elses save???

i beleive some game saves are locked to the psn account they were created with, i know gt5 does it so dont see whay other games wouldnt
