A good network traffic monitor is Wireshark, it is a network sniffer and grabs packets of your network for analysis. It is available for may platforms and is released under the GNU General Public License. This may or may not be what you was after. If you only have one device on your network ie your computer then Wireshark may be more than you need. If you only have one device and are getting network traffic when you would not expect to have any then i would be inclined to check you computer for viruses and spywhere. Also if you have a half decent firewall then you can use that to restrict which applications can talk to the network. Other things to check would be if your network has wifi then make sure that you network is secure and that no one is using it who shouldn't be.
