So, back to org. question, I use noirvpn, very cheap and fast, they do not log, or at least what they told me, just username and pasword- which you make up anyway.
A touch slower on downloads, but no change on browse speed, but with 4 servers, it works for me. Afterall, its all all about privacy for me anyway, so I don't care about this speed part.
BTW, proxy is a joke and can be traced.
When a vpn company state that they dont log they usually mean that they dont keep a log of your traffic. For operational (and legal) reasons they need to log your original ip address and the vpn ip address that you are allocated, as well as the duration of this allocation.
Operationally, this info is required to prevent abuse of the system (ie spam emailers etc) and allow the vpn to themselves blacklist ip's. Legally, its a requirement in most countries to allow for the tracing of illegal activities. The majority of vpn companies that operate do so within the laws of their host countries.
What this logging means is that the vpn companies themselves keep absolutely no record of what you did whilst you were allocated one of their ip's BUT anybody else logging ip's can, with a legal warrant, force the vpn companies to disclose the real originating ip that leased their vpn ip at a particular time.
